Monsha’at and PayPal Sign MoU on Digital Payments and E-Commerce

The Small and Medium Enterprises General Authority “Monsha’at” announced during Biban Forum 2025 the signing of a memorandum of understanding with PayPal, the global leader in digital payments, to explore potential areas of cooperation in electronic payments and digital commerce. The partnership aims to strengthen Saudi SMEs and expand their presence in global markets.
The initiative seeks to empower Saudi SMEs to scale internationally through digital commerce by enabling access to new markets via globally trusted payment platforms, enhancing their competitiveness in line with the objectives of Saudi Vision 2030.
Vice Governor for SMEs Services at Monsha’at, Eng. Rayan bin Ibrahim AlFayez, said:
Through our collaboration with PayPal, we are taking another step toward empowering Saudi entrepreneurs to expand globally and compete at the highest levels. Together, we are building a more connected, innovative, and resilient ecosystem that supports the Kingdom’s goals of economic diversification and digital transformation.
The potential areas of cooperation include strengthening digital payments and cross-border commerce for Saudi businesses, developing training and knowledge-sharing programs through SMEs Support Centers, and exploring the integration of PayPal solutions into Monsha’at initiatives such as Mazaya and Tomoh.
